Do you happen to know where he wrote that? A web search was somewhat contradictory about it. However, your journal is already hit #3 on google for "loss of faith in conventional methods of reform", less than an hour after you posted. :)

The passage appears in Shaw's 1903 "Man and Superman", as part of "The Revolutionist's Handbook" "published with the play as a 58-page appendix" and attributed to "John Tanner", revolutionist in the play.
