Lots of infrequent bike riders ride without helmets, yes. As far as I know, no municipal bike sharing systems (in my limited experience, which consists of using Copenahgen's and Montreal's) provide helmets.
Some people bring their own. Most go without.
I mean, I felt like I should have had one, but I didn't ride much.
