It doesn't mandate returning a bike to the station you rented it from, which (if it worked) makes the system much more useful. I was told that municipal workers move bikes around on trucks during quiet times in the middle of the night. You'd think they'd tell the repair people, at least, even if there isn't some automated system to let maintenance crews know what isn't working.
It's only been up and running since May, though, so maybe they'll improve the system for next year.
