Oh, yeah. People in my hometown don't lock their doors when they go out -- but if you were caught stealing, you'd be ejected from the community. There are some people who can't lock their doors because they haven't repaired the locks. (They go on vacation anyway.) It helps that Iowa has a strong "level playing field" ethos -- if you're well-connected, you'll be punished less, but only through careful efforts to keep the facts from coming out; there is little tolerance for the sort of case-by-case discretion which allows the authorities in Massachusetts to turn everything into an exercise of personal connections.
