Yes, but "posh" in the true sense of "cultivated tastes", tastes you have to have been brought up in the right circles to have. Not just gaudy, expensive things that some boorish real estate developer who made a big pile will like. And many of these posh tastes don't really require that much money.... Consider a coffee shop with a tasteful, understated sign carrying two dozen types of fair-trade coffee, one where you aren't really welcome unless you can coherently discuss the differences between the coffees.
