I distinguish more between tracks and vehicles, so whether the system runs in tunnels or above ground is less clear to me than whether it has tracks and a fixed route or is just a bunch of buses. (The Green Line isn't all that distinct for me from the rest of the T in Boston, for instance.)
Because the system *is* entirely streetcars - there's no below ground part that stops running, and the actual streetcars do keep running them all night long, I think of it as a transit system that runs all night in a reasonably useful way.
