Local SIMs are widely available. I got one from Tesco Mobile, as it was cheapest, but deals change all the time. One of the other network operators may have a better deal when you get there.
If your device isn't unlocked, there are a multitude of shops which advertise device unlocking, at varying levels of dodginess. My phone was unlocked by my carrier before I left, which is what I recommend.
If you don't have a GSM device, you can always get a cheap phone when you get there. Again, deals change all the time. I got mine from Carphone Warehouse mainly because it was convenient. I know I could have done better than £10 because they had a deal for £5 but that handset was out of stock at the particular location I bought mine from.
