It is a dangerous spot. There's usually plenty of traffic--this was after 10PM on a Sunday night, and it was still pretty crowded--and not much margin for error.
Actually he's lucky that there was shoulder for him to pull over onto. Not far up the road that shoulder turns into an exit lane.
But aside from the car and its tire, everyone seemed fine.
