Belgium is uniquely not two neighbours: the French speaking place that is not France, the Dutch speaking place that is not the Netherlands.

Which reminds me of the time I started wondering how it is possible to partition Belgium -- it is 1/5 the size of Iowa, about 20 counties. People have commutes that are longer than Belgium is! How would you divide it?
