Now that the state is demanding billions of dollars back from local governments, could the cities and counties just pay the state with their own registered warrants?
As a Californian, I'm fed up with the standstill in Sacramento. I think the most prudent thing to do would be to balance the budget with an eye to our credit rating: make some of the painful cuts to programs but raise revenue by taxing oil drilling (as the other states have) and medical marijuana and increasing taxes along a progressive scale.
