Finally, if you have a SIM but no device, they sell handsets without contracts. That's the probably the "sim free" category.
If the minimum top-up is £20 things have gotten expensive since I last went looking for a phone in the UK, though it might be that Carphone Warehouse doesn't have the cheap deals. I actually went to them in a hurry because they were nearby when it turned out the handset I was lent wasn't working.
