Almost certainly. On the weekend, if you want to avoid crowds, need to get there early AM if you're visiting the reflecting pool area. Roosevelt Island isn't quite as spectacular, but its usually a lot less crowded. Weekdays are usually not too bad, once the morning rush hour is done & before lunchtime.
But, other concern is that a really windy day can take a lot of the blossoms off the trees, which seems to be the forecast starting Monday. That can be fun if you time it right, though: one year it was almost like it was raining blossoms. A full day of rain/storms can really do a number on the display, as well.
