The library will archive the collected works of Twitter, the blogging service, whose users currently send a daily flood of 55 million messages, all that contain 140 or fewer characters.

"...all that contain..."? They mean "...that all contain...".

Technically speaking, the phrasing used is actually correct, because the outer bounds of the limits they state contain the full set of actual tweets tweeted.

Grammatically, they need help.

Better, "... all of which contain ...". I suspect that "of" was omitted by the writer, and the editor (or the computer) changed "all which contain" to "all that contain".

As history, it's interesting, since most history is only of the most prestigious events. E.g., we've had a very hard time reconstructing the history of cooking, or other mundane tasks.

I could argue that, as written, it means that all messages that contain 140 or fewer characters are in that set of 55 million, which of course they don't: there's lots of other texting going on.
