He does predate Colma... so they moved him there in full state regalia when all the graves where shipped there. remmeber.. Colma contains not just the people who were initially interred there, but those who had been buried in SF and then moved once the City could no longer afford to waste space on cemetaries... this was in the teens I think. Hmm... should be an anniversary coming up, heh.
Oh, how strange - when I was last in San Francisco ten years ago, I went on an expedition to Emperor Norton's grave, too. We brought flowers and dice as offerings.
