...and reading the "Projects" section of the website, it seems pretty obvious that the plan really is to keep going around the bay, and pressure SamTrans into letting them complete the loop.

The biggest issue with that is that BART has its eyes on the CalTrain right of way for connecting Millbrae with Santa Clara, which is the only way the California High Speed Rail can get in to San Francisco. The neighborhoods protesting HSR would be apoplectic over HSR+BART.

I think BART becomes redundant when you have four tracks of smooth electrified mainline rails and CalTrain buys EMUs.

ah, memories.

IMEHO, it seems to me to be the perfect time to start pushing carpooling: restrict traffic on the bridge to cars holding more than one person, and limit it to a certain number of cars a day - only pass holders can use the bridge. each car will weigh more, but less cars crossing = less vibration. and lots less gas. and pass revenue to build the new bridge... theoretically.
